Case Study: Ecological consultancy and mitigation work

Project background

PHE Harlow is a £400-million capital expenditure programme to create a new state-of-the-art public health science campus and headquarters for Public Health England in Harlow, Essex.
The work will involve building and refurbishing new and existing laboratories and office areas, and constructing a new arrivals area, a logistics centre and site-wide infrastructure.

Construction of the campus started in 2019; phased occupation will start in 2021. The campus is likely to employ up to 2750 people by 2024 with scope for expansion. Public Health England’s facilities from Porton in Wiltshire and Colindale in North London, and its Central London headquarters will relocate to the new campus to become a centre of excellence for public health research and health improvement and
protection. 

VolkerFitzpatrick has been appointed to deliver Lot 4: the sitewide infrastructure, external works and energy centre.

Case Study: Ecological consultancy and mitigation work

Actions taken

RSK Habitat Management:

  • Carried out a preliminary ecological appraisal and consulted local records
  • Undertook a detailed building inspection for evidence of roosting and foraging bats
  • Carried out a reptile survey in habitat areas with the potential for reptiles
  • Carried out an extensive arboricultural survey on more than 297 tree features and produced a tree protection plan and a detailed arboricultural planning statement
  • Cleared more than 21,803 m2 of light scrub to facilitate groundpenetrating radar, topographical and service investigation surveys
  • Felled and processed more than 5125 m2 of dense scrub vegetation
  • Produced a BREEAM report for appropriate wildlife enhancements to fulfil the requirements for BREEAM credits LE03 and LE05.

Results

Working closely with colleagues in ADAS and RSK, RSK Habitat Management provided a turnkey approach for VolkerFitzpatrick to undertaking the necessary consulting and contracting work.
This collaborative approach ensured that we were able to meet VolkerFitzpatrick’s tight programme and prevented any costly programme delays.
